Mosley had been a member of the Labour Government. He was given the task of reducing unemployment. He developed a scheme which was put forward as the famous Mosley Memorandum. It was only by an unhappy fluke that it was rejected at the Labour Party National Congress.
In complete frustration at the impossibility of getting anything done with the orthodox politicians Mosley left to form his own party. This was the New Party and was not successful. After visiting Italy and making a further studies, he became convinced the the democratic parliamentary system was impotent when faced with any sort of crises. In Britain these manifested themselves in unemployment, semi-starvation and bad housing.
He went on to organise and lead The British Union of Fascists.
