First published in the German magazine, still extant, Nation Europa, in June 1951. It l appeared one month later in the newspaper Union and was then published in booklet format.
He begins by saying "Our aim is Europe a Nation, our faith is European Socialism". He attacks the Labour Government of that time for its nationalisation programme and describes it as "government by a thousand jackals" "This state capitalism of bureaucrats for bureaucrats against every interest of the workers, who are made to serve new officials in a bondage which is even harder and colder than the mastery of the old capitalists".
He outlines his ideas for workers ownership of the great industries but makes it clear that all new enterprises and industries are almost always the creation of one man. He says this natural and creative urge should on no account be stifled. Therefore, only when an industry has become too large for an owner to operate efficiently or dies or retires, would a workers ownership scheme be introduced.
Mosley acknowledges the root of these proposals as being from Guild Socialism and Syndicalist.
The functions Industrial Self Government and  of the state are made clear and he uses the slogan "Workers of Europe Unite."
